Seesm to me, though, that the "howls" were for troops to provide logistical support to evacuate the hell-hole that the Superdome had become, and to get food, water, clothing and medical supplies into downtown. I don't recall that he was calling for them to take over law enforcement, nor was he calling for a declaration of martial law in the area. Nagin was asking about the response and bitching about it a day before governor even signed the order for 40k guard to come in to "restore order and stem lawlessness". This was based on issues regarding the FEMA evacs being suspended in some areas because the choppers were being shot at. You seem hell bent on re-fighting this battle based on a post that simply states the change in the law will be blamed on Katrina and the criticism of the federal government's response. Your "you're wrong" is directed at a specific case that I mentioned but ignores the larger issue. So, for your sake, I accept your correctness about the specific instance of helicopters. I was incorrect. It doesn't change the fact that there was bitching going on about troops being needed to restore order before the process that allowed them there had been carried out...and that those complaints persisted well after the event itself as one of the primary aspects of the "slow federal government response".
