You can spin evidence that Bush and crew knew an attack was coming (getting out of Washington, etc), but even with that, what's the point? Even if we surmise that our Intelligence forces recognized that Sept 12 was the sentencing date of what's-his-name and thus likely for a terrorist retaliation, the most the country can do is go on high alert. No one, (imo) could reasonable surmise where and how the attack was going to take place.
Attempting to hold Bush to a higher standard - saying he should've done X - requires a lot of proof that X was going to occur. Even in hindsight, I don't think the evidence is there.
