So, Nagin - a mayor largely disregarded by the Fed until disaster struck, a disaster that was ill-handled by Municipal, State, AND Federal authorities - FORCED Congress to grant the President the power to suspend the Constitution at any time, for any reason, as he sees fit, without oversight? In the same bill granting him the right to have people tortured? (the same tortures we howled about North Vietnam doing, as a reminder)
No - though that will certainly be used as the excuse, and as a talking point by the right-wing dominated media.
Sure. Blame everybody but the people actually doing the job of gutting the Constitution and removing any protections people have from the Government.
