New Easiest way I know of.

Download and install it (no viruseseses, trojans, adwarez or sp-eye-ware, that I can see or detect)

Location of my skin...

I used Swissboy's PotC graphic.

Extract the archive into "C:\\Program Files\\Stardock\\WinCustomize\\BootSkin\\skins" so a directory called "PirateOTCarribean" is there.

Run Bootskin, select the skin, preview it. Reboot and goggle in awe.
