Gitmo being used for something else
[link|http://www.cnn.com/2006/WORLD/americas/08/15/gitmo.cubans/index.html|CNN] About 50 Cuban migrants are being detained indefinitely at the U.S. Navy base at Guantanamo Bay, Cuba, according to an exile group in Miami.
Federal officials Tuesday confirmed the number.
One migrant has been held for nearly two years; another, age 10, has diabetes. But after interviews aboard U.S. Coast Guard cutters it was determined that those migrants appeared to meet the standard of having a well-founded fear of persecution if repatriated and, therefore, were diverted to Guantanamo, the exile group said.
The exile group said Cubans can be held at the base until the United States can find a third country that will take them. These are the ones picked up at sea that the Coast Guard thinks can't be sent back to Cuba. So instead they punted to Gitmo until we can convince somebody to take them. Jay

- that bloodless coup, as a couple hundred US Marines waited in the harbor - just in case the biznessmen ran into some difficulties re their plans for all that sugar / got locked up by the existing government for, say treason. cha cha cha

Well, if you want to traipse back in history a bit . . .
. . I'm pretty sure you'll be hard pressed to find ANY government that holds its territory legitimately - so why should we be different?

Wikipedia entry: By war's end, the U.S. government had obtained control of all of Cuba from Spain. A perpetual lease for the area around Guant\ufffdnamo Bay was offered February 23, 1903, from Tom\ufffds Estrada Palma, an American citizen, [emphasis added for them as need a clue-by-four] who became the first President of Cuba. The Cuban-American Treaty gave, among other things, the Republic of Cuba ultimate sovereignty over Guant\ufffdnamo Bay while granting the United States "complete jurisdiction and control" of the area for coaling and naval stations.
A 1934 treaty reaffirming the lease granted Cuba and her trading partners free access through the bay, modified the lease payment from $2,000 in U.S. gold coins per year, to the 1934 equivalent value of $4,085 in U.S. dollars, and made the lease permanent unless both governments agreed to break it or the U.S. abandoned the base property. So, ah, agreements extracted under duress and agreed to by successive complaisant clients, are binding? Yeah, box. You got so many blind spots I'm astonished you can pee straight. cordially,
