From what I have read, this clearly follows from Texas law, which basically says that you have to have a note from a doctor or coroner to pull out after the primary.

If I was a Texan Republican I would be pissed at DeLay for having done this to the party. He stayed in through the primary so he could raise as much money as possible, and then transfered the money to legal defense fund and left the campaign.
