New To what avail?
To piss off the democrats and ensure that they get out and vote again? Only place that might have a chance would be in the swing states, those that were marginally blue to get them to swing to red.

In the same story, it states that Illinois, and specifically Chicago, will get substantially more (don't rememeber exact figures, but IIRC there is a double-digit % increase). Illinois is rather bluish, and it don't get more blue that Chicago....
