Partially confusion from having a new chief of staff and partially Rove being distracted. I would guess that Rove is behind the flip-flop here, as Rove always has his eyes on the next election. Making illegal immigrants federal criminals could cost the Republicans big, negating all the work they have done trying to get Hispanics into the party.
