New They've got an 800-number now.
I've seen their ads on non-WGN shows (HGTV?). They've got an animated commerical now with the old guy's voice. Same jingle, but they quickly mumble "800" before doing the "588-2300 Empire!"

I assume that they contract-out installation to locals for those who don't live in Chicagoland, as they claim they do the installs the next day.

New Yeah, they were advertising in Seattle last year as well.
Of course, I haven't really watched any TV since then, so I don't know if they still are...
