I would actually guess it's propaganda by selection, that is the US military picked through the piles of documents they found to find the handful they wanted to make public here.

Al-Queda has had a big problem in Iraq because there are so many insurgent groups with differing goals. It appears part of the violence between insurgent groups in the past year was Al-Queda trying to set it self as the dominant organization, something they seem to have failed at.

In response, Al-Queda seems to have redirected some of their activity out of Iraq. Iraq is too important and hitting US targets too easy for them to leave entirly, but they are putting more money and time into non-Iraq operations.

In light of that, most of what appears in the letter makes sense. Of course, if Marlow thinks a group of suicide bombers are going to cut and run because the going get rough, he is being more delusional then usual.

killing 30+ Iraqi every other day in the spectacular manner that AlQ is using, we'de be in even more shit than we're now. Solidarity with fellow Muslims will only go so far when you're treated like a Jew.
