The second, I can't think of that working. I've seen things like tweed or herringbone with solid, but with pinstripe the jacket and pants pretty much have to be a suit, don't they?

I don't know what the "rules" are, but it would look strange to me to wear the pinstripe jacket or pants separately. But I'm sure it depends on the audience and how contrasty the stripes are.
