New Occam is undecided
Is this an official ploy by some black ops group? Hard to swallow. But could there be some single, disgruntled member of one of these groups? Sure.

But then, if these groups can't keep better track of their people and their poisons, does it really matter if this was an "official" policy decision or not?

New My theory:
Somebody wanted to wake up the U.S. to the possibility of bioterrorism. Remember, before this all started, we didn't know just how effective anthrax was. The package that was sent through the mail was sufficiently sealed based on what we knew about anthrax to keep it from leaking through the package - it was only after the package was discovered that we found out just how effective the stuff was. In addition, the letter detailed that anthrax was contained in the package, and that the people exposed should probably take antibiotics immediately.

Pre-scare reports had a 90% fatality rate from the inhalation form. The powder was, apparently, treated to maximize airborne dispersal - whoever sent it probably expected more deaths.

New it was done by someone insane in the brain
if they worked for the government, either they did it on their own to test the Anthrax or scare people into giving more fund to antibiotic research, or they just plain went crazy and spread the sh*t out to see what happens? Either that or one of the government workers is selling Anthrax to terrorist groups?

If the "Officials" gave orders to spread the Anthrax, you know that those orders would be shreaded by now. Blame it on an ex-government employee or something to sweep it under the rug.
