Basically, Bush wants to privatize the providing of government services.

If you understand this, you understand why Bush wants to continue cutting taxes, why he doesn't care that DHS isn't efficient, etc. A federal govenment that is hamstrung and can't provide services that people need or expect is a "strong argument" for having the private sector do it. Or so he thinks....

Bush's presidency is about fulfilling [link|http://www.sourcewatch.org/index.php?title=Grover_Norquist|Grover Norquist's vision] of shrinking government so that it can be drowned in a bathtub. Except for the DOD, CIA, NSA, DHS, etc., of course.
