What happens when someone dies, little else
As you ask: the Islamic god has decided that those who aren't pious Muslims suffer hell in the afterlife. There doesn't seem to be any exceptions, such as those who've never heard of Islam, unless they're stated in the immediately, succeeding paragraphs. This decision appears to be final.
How the pious should treat non-Muslims is not specified but paragraph does suggest demonstrate by example. That is, showing the value of Islam and letting non-believers condemn themselves. As the ignorant also receive hell, this suggests that the just Muslim has to locate and preach to the ignorant, to give them that choice. Also, demonstratably, just behaviour applies even in wartime.
But this only an interpretation based on the tone of the text, Islamic justice may be explictly defined to be anything. Paragraph 10 only states what their god decided should happen once someone is dead, not when or how they should die.
