The 14'th amendment was exactly meant to guarantee citizenship to people whom the government doesn't like. (Specifically blacks.) Even in the narrowest of reasonable interpretations, it does that.

And the actual interpretation has been much broader than that narrow minimum. For instance it has been used to say that citizenship is a constitutionally protected right, and has been used to strike down federal laws mandating that certain actions lose you citizenship (notably becoming a citizen of another country - which is why I was able to become a dual citizen with Canada).
