Babies and small children have been shaken to death (although this one is unlikely to cause permanent injury to an adult).
One of my karate instructors (who worked as a bouncer) taught an open-handed slap as a self-defense mechanism for his work. (If he punched, he could get sued). This was a full body weight open-hand technique though (twisting of the hips, feet, full outstretched arm)....I wouldn't guarentee that it wouldn't cause damage. (They guy was heavily into breaking...)
I'm not sure how the attention slap compares to the belly slap.
