Has it fixed the Civ2 bug?
That being where your civilisation scales towards the point where micromanaging your cities becomes something the computer is better at than you, and it kills you.

Well, yes. I wouldn't say that the interface is perfect, but there are several VERY useful city management tools (Focus on food, Focus on Hammers, Focus on Commerce, Focus on Research, Focus on Specialists, Prevent Growth. All can be active at the same time except the mutually exclusive food/prevent growth settings. Each finds the most optimal pattern for whatever resource you're looking to gain, and keeps moving workers around to maintain that pattern.) to keep things in hand. Also, the city overview screen lets you handle your entire empire from a single screen.

Civ 3 has worker automation and governer rules
Besides, the Civ 2 AI sucked at strategic planning.

You don't understand how Civ 2 worked...
It wasn't that the computer was better at managing cities.
It is that (particularly at higher levels) they compensated for a stupid AI by letting the computer cheat.
