It would be interesting to see the "plan". But perhaps "first pseudo-code" might be more appropriate, since the machine could not directly read it.

However, even things like food recipees can be considered "pseudo-code". Recipees are like COBOL in some ways:

INGREDIENTS SECTION.
2 EGGS.
5 CUPS OF FLOWER.
9 CUPS OF LARD.
3 TBLSPOONS OF SALT.
1 BOWL
....etc.....
PROCEDURE SECTION.
MOVE EGGS INTO BOWL.
MOVE FLOWER INTO BOWL.
PERFORM STIR UNTIL SOFT-FLAG.
...etc....
