They could easly put the students in parochial school without using vouchers. In fact it would be easier for the government to pay the schools directly. Less open to abuse, faster and legally less questionable.

But the Republicans are more interested in getting a succesful voucher program then they are in teaching the students.

Exploiting a disaster as a means of circumventing the legislative branch is downright criminal. Vouchers is an issue that should be voted on by the taxpayers. And taxpayers, for the most part, say "NO!" It is no less repugnant than a scam Katrina fundraiser. "Thanks for the money...Sucker!"

Like Jay said, transparency is the way to go. Oh, sorry, we're talking about the Bush Gov't. My bad.
