Filling / rebuilding atop - will only accelerate the 'compacting' -and lowering- of that area - per some geo-physics types, recently expounding on the dilemma.
As to the compromise between such 'facts' and the intangibles like the er ethos of the place, the necessity of a Port there, etc. -- I have no idea what a sane compromise would smell like; I expect to hear much noise before anything actually innovative.
Nice to be able to reply to a non-patronizing screed from you..

Hey, how about the new consititution in Iraq? A vast majority approved the democracy we gave them.
