New Bolton could do some major damage
Bolton is well placed to do some major damage if the invasion of Iran goes forward. In that case his role would be to paint the UN as being a problem in the American press, because getting any degree of UN backing is out of the question now. Personally, I think that plan has been put off for the time being simply because the military is in no way ready to do so and even with a major troop pull out from Iraq it won't be any time soon.

Even without that, Bolton can do quite a bit of damage mucking up the various UN reorganization plans that have been put forth. And I fully expect that Bolont will do nothing to improve US relations with anybody.

You don't like him, I don't like him, and his only redeeming qualities exist because of the existance of limits approaching diplomacy.
He IS the US ambassador to the UN. He has the dog like (sorry, dogs everywhere) support of the president of the US.
That's undenyable creds. It would take a revolution or a civil war to counter him in his office. That's not going to happen any time real soon. Another 5 - 10 years, maybe, but now that's what we got. Sorry about that.

Yes, he could put him up for nomination and then reappoint him in a Senate recess. But I very much doubt that he would do that. From the link:

President George W. Bush has placed several judges on U.S. courts of appeals via recess appointments when Senate Democrats filibustered their confirmation proceedings. In one controversial case, Judge Charles Pickering, appointed to the Fifth Circuit U.S. Court of Appeals, chose to withdraw his name from consideration for re-nomination when his recess appointment expired.


Bolton would have less support than Pickering if Bush nominated him again.

But the question of who would replace Bolton is an interesting one. January 2007 would mean that his replacement would only have a year. Potentially much less (it is after all August and Danforth [link|http://www.msnbc.msn.com/id/6640316/|resigned] on November 22 and left office on January 20). Based on that track record, it would make sense for [link|http://www.un.int/usa/|Anne Patterson] to resume her position as Acting representative to the UN.

But we'll see.

is that the other UN members are unlikely to take him seriously knowing he's likely a short timer who was ram rodded into place. This will render him fairly ineffective relative to a longer term delegate who has the full support of his government.

IOW, I think he's gonna get the brush off from the rest of the UN for the majority of his term.
