Russians thought we were absolutely lunatics, parking nuclear missles along the iron wall, sending spyplanes through their air space, constantly ranting about the lack of liberty, etc...

Anyhow, it looks more like brinskmanship in action, rather than any definitive plan for invasion. But then brinksmanship only works if you are just crazy enough for the others to believe you are willing to carry it out.
