You see, these are devoutly religious folk; they voluntarily tithe.
And they take their allegiance to that 10% literally ..
Not only must they donate a tenth of each individual clothing piece, but also - of each condom, each cat, and some.. have been known to cut holes in parts of their bodies -- to display those rings, amulets n'such -- as signify their Devotion.
