Yes. Offline folders. I've not used these in 2003. Read the help for specifics.
If I move files from Inbox on one machine, will those files be lost to the other machines?

Yes. You'll be affecting the remote server, which is what all the machines see. You could copy messages to a local Personal Folders file on each machine. This could be managed with rules. You'll have to set them up per-machine.
If I delete a message on one machine, is it gone from the exchange server?

If you're manipulating your Mailbox on the server, yes.
Has anyone any tips on how to make this more livable (other than instagating revolution and insurrection against corporate IT?

New Re: offline folders
Outlook 2003 now has something called Cache mode that is the default. It makes working offline less of a hassle but it doesn't have the granualarity of offline folders where you can pick and choose which folders are synced.

Actually, I really don't advocate shooting corporate IT personnel. They should be killed very slowly.
