There's nothing in the article to point to this being some super-spy listen-trough-walls technology; all their examples of situations where this will be used are stuff that makes noise *outside*.

The bit about "hard flooring" is from the top five *complaints* to the National Society for Clean Air and Environmental Protection, and "Wooden floors" is part of a quote of the NSCA's spokesperson, Mary Stevens -- background material in both cases; nothing to do with the Westminster Council, for which a mr Steve Harrison speaks in this article.
