I'd welcome one of those in front of the wonderpad
in Denver. Noisy bar opened across the street. Drunks yelling into cellphones under my window at 2:00 gets old fast. No the bar wasn't there when I first moved in.
Have seen several fights break out, or yelling confrontations. Called 911 half a dozen times, invariably cops drive by without stopping - commotion has moved on by the time they get there. But now we're all awake and pissed off.

So, what's the problem?
Noise loud enough to disturb people across the street is called noise pollution. The UK is a crowded, little island. It's not as if this can be used to listen to people inside their houses. I can see these being used as evidence in ASBOs (Anti-social behaviour orders). Sounds good to me.

that you want to enforce a "be a knobber right up until someone shoots you dead" with not much in-between "being an annoying tit who's making other people's lives a misery" and "being jailed for life or executed for it".
We live *close together* here. Someone who is being antisocial (noisy in the small hours, intimidating a neighbourhood) is potentially making a *lot* of people unhappy and uncomfortable.
We've tried asking nicely. These people don't respond to being asked nicely.
The ASBO is a chance to stop being the aforesaid knobber without going to a University Of Crime to graduate with a joint honours in Twocking and Mugging with Drug Dealing.
But hey, you live in the BEST DAMN COUNTRY EVAR where you're SO DAMN FREE.

And - it sure as HELL isn't just the hooligans being targeted, from the sound of that article. It sure as HELL isn't just noise on the street, either. Part of what they are targeting is 'hardwood floors'.
As to crowded? We don't need to be watched and monitored 24-7 in the NY-NJ area. You gonna claim to be more crowded than that? Are you guys that much less civilised than we are? Or are you just more 'antisocial', hmm?

Firstly, I disagree with your assessment of the UK as a "surveillance society" and would be very wary of making claims that the NYC/NJ area is somehow magically free of CCTV cameras. Without pulling any figures from /dev/ass, the USA is a booming growth market for CCTV.
And here's the rant. You're going to disagree with, I wot, but what the hell. Note to deconstructivists; it's a rant.
Society has proven itself thoroughly incapable of acting in a noble and civilised manner, and therefore we need, as a group, to be treated like children.

We had a chance.
We blew it; we blew it to hell in a miasma of a compensation culture that basically says that if you're the villain, you're the victim and that it's OK to build a social structure where less achievement is more. Violence is social standing. Other people are just objects to be mugged and momentarily humiliated. At the top and at the increasingly populous bottom, "fuck you" is the basic methodology of daily life. People like my sister try to teach something to these children. The response? Childhood has transformed ; no longer a phase one goes through en route to adulthood, but the final state. Boys don't become men and girls don't become women.
Stuck somewhere in the middle, you and I are decent, civilised human beings who recognise the worth and value of others. We want to build a life for ourselves and those closest to us. We want to go to bed thinking of a day's work well done. We want to earn the respect of our friends and co-workers, not through violence or theft, but through being decent folk who work hard.
These people (yeah, THESE PEOPLE; nonsense about "do you know them all?" notwithstanding) just want to steal my car and burn it out[0].
For a laugh.
Bonus points for mugging me for 20 quid for some blow and a bottle of Frosty Jack. Don't forget to administer a good kicking, just in case.

Because in order to be "politically correct", most "punishment" nowadays really isn't. What is the harm for that child in failing if he/she knows that 1) the school is forced to keep them 2) their parent(s) could give a shit 3) when they can't get a job the government will take care of them forever and 4) the rest of the world are forced to be sheep because those "civilized" folks all over the world insist that we not be allowed to defend ourselves?
Yeah...what a great experiment that was. Somebody figure out the question that spawned the answer 42 so the mice will end this experiment already.

As for the original post, I fail to see the problem. No one's claiming this is some anti-terrorist scheme. It's to settle petty disputes between bitchy neighbours.
What are the secret service going to do with it? Identify protesters in Westminster by their voice, rather than with a camera? Uniquely identify passing cars by their engine noise? Listen to our conversations as we shout them across the street? Claim they've overheard a conversation between 2 Al-Qaeda operatives in the street and then declare martial law?
It's part of the great, British tradition of bitching at your local council.

The bit about "hard flooring" is from the top five *complaints* to the National Society for Clean Air and Environmental Protection, and "Wooden floors" is part of a quote of the NSCA's spokesperson, Mary Stevens -- background material in both cases; nothing to do with the Westminster Council, for which a mr Steve Harrison speaks in this article.
