There were 19 states in the original lawsuit. There's 36 which haven't staked their claim. FoF is in effect, and if outrage over the DoJ's capitulation rises, the to-date silent states can step up to the plate, one by one. Each gets to look at the settlements offered the 9 spineless wonders, and can make a guess at how much they can wing for. Microsoft either pays appeasement, or finds itself up against the odd principled politico. Either way, this could be expensive. Or fatal.
I'd pay particular interest to states in which IBM has significant influence. They were burned in New York. I expect to see a vengence move.
