New It's going to take more than just hunting
No cat should be adopted out - or sold - unless its spayed/neutered.. there's your first law. For that matter, given the populations, breeders should be done away w/, we have enough cats out there as it is.

Too often folks adopt/buy kittens only to dump them as cats, only to dump them on the streets when they're bigger and more rambunctious. Thus begins the feral population - and they can breed _very_, fast.

Next law: all cats should be micro chipped prior to adoption/sale. If it ends up on the streets w/out a collar, the owner then gets fined. (Personally I'd go life for life, i.e., if you're going to allow hunting and your dumping a cat on the street results in its death, then we could save resources by offing you as well, but I understand that'd be a bit extreme for, oh, most of the general population.)

In my area the birds tend to do very well vs. the ferals. Then again, we have many dedicated volunteers who feed the colonies around here - as well as trapping them and having them spayed/neutered to combat the population explosion - funded by a non-profit dedicated solely to spaying/neutering ferals.

New How they do it in the Bahamas
There's a couple vans fitted out as mobile ORs. Any cat found on the street without a collar is picked up and neutered. When they do it, they cut a notch in one of the ears so they don't pick up the same one again. Then they put them back on the street. (I don't know the details of recovery and release timing.) They can schedule more/fewer days in operation per year to keep a balance between cats and rodents.
