A constitutional admendment would be a major challenge to pass, Bush's attention to the reactionary social part of the party has always been lip service, and a lot of Republican political people would rather gay marriage remain an open issue anyway. Bush has gone back and forth on this one though. I suspect that the politcal advisors in the White House think the religious right need to be given a reward after the last election. I can see Bush letting somebody in Congress pick up the gay marriage issue and run with it, particularly when we get close to the 2006 mid term elections. Like the reference to steroids in baseball in his State of the Union address, I think this gay marriage nonsense was what he personally wanted. It'd never pass, of course.
