After all, Iraq's borders were drawn specifically to set real ethnic groups against each other. But how do you get a population to believe they are different tribes? According to the film, they picked out people from the population based on appearance, referred to them as "more noble and beautiful", and put them in charge of the other ethnic group. Don't have the exact quote in front of me, sadly. "Here at Ortillery Command we have at our disposal hundred megawatt laser beams, mach 20 titanium rods and guided thermonuclear bombs.
