It sounds preposterous to talk about criminalizing women who suffer miscarriages, but one Virginia legislator is proposing just that. HB1677, \ufffdReport of Fetal Death by mother, penalty\ufffd is a bill introduced by John A. Cosgrove (R) of Chesapeake. Cosgrove\ufffds bill requires any woman who experiences \ufffdfetal death\ufffd without a doctor\ufffds assistance to report this to the local law-enforcement agency within twelve hours of the miscarriage. Failure to do so is punishable as a Class 1 Misdemeanor.

RICHMOND, Feb. 17 -- Abortion foes in Virginia faced successive legislative defeats Thursday as a Senate panel blocked several measures that had topped their agenda for the year.

In what has become a yearly exercise for the General Assembly, the bills were passed with little opposition by the House of Delegates and then killed by the Senate's Education and Health Committee.

"This committee has essentially been, for the last decade, the safety check on legislation that would virtually destroy a woman's access to an abortion in Virginia," said Sen. Richard L. Saslaw (D-Fairfax).

The key defeat for abortion opponents came in the morning, when the committee rejected a bill that would have required doctors to inform women seeking abortions after 20 weeks of pregnancy that the fetus could feel pain during the procedure and to offer anesthesia to counter it. Black, who authored House Bill 1524, argued that compassion for the fetus should prompt the bill's passage.
