I *work* in Stockton-on-Tees, and they don't say "bluck". They say "black", wi' a short "a" sound.

Now, the misfits from Hartlepool might go round calling "curry" "kerry" and "Durham" "Derram", but even they can successfully say "black".

Try to read Meerkat's original quote with an Aussie accent. It should sound correct.
