The group was orginally organized by Nixon and staff to attack Kerry. It's always been funded by far right wing groups and directed by right wing leaders.

I guess they feel that they need to keep the group somewhat active right now because there is a good chance that Kerry will run again in 2008. And directing it to push a different, but very right wing, cause will keep it active and occasionally in the press.
