Secretary Colin Powell, the State Department and the CIA \ufffd not Secretary of Defense Donald Rumsfeld \ufffd are responsible for the chaos that has grown out of the U.S. occupation of Iraq, says Richard Perle, the former chairman of Pentagon's Defense Policy Review Board.

The neocons are going to try to blame Iraq on Powell. This is pretty absurd, since Powell and the State Department where overruled on every major decision. But they might be able to get it to stick in public.

...even the right-wing conservative media have hopped on Rummy as the source of all things rotten in Iraq. I think that this is a trial baloon by the insider neocons to FUD the good name of Colin Powell, lest he harbor impure thoughts of running for higher office in ought-8 against Duh's hand-picked replacement puppetsuccessor (e.g. Jeb! or the good Doktor).
