It was Nixon who did it with his Southern strategy.
His fuel was outrage over Democratic support for the Civil Rights movement.

in an "essay" on [link|http://www.npr.org/templates/story/story.php?storyId=4139094|All Things Considered] last night. FDR tried to punish the southern democrats for not following his lead. He wasn't able to force his slate in. It culminated in the 1964 election when Goldwater took much of the south, but lost. Nixon then cleaned up.
