Paying the suicide bombers families is a bit more complicated than you put out. First off, the Israelis have a policy to destroy the homes of the bombers -> i.e. punish the family. Is the money aimed at recruiting mercenary suicide bombers, or is it aimed at helping those who have lost a family member as well as possessions. American/Israelis perception is the former. The common Arab perception is the latter.

Either way, the question back at you is whether Al Qaeda and the Palestinian terrorists are one in the same (Nidal, et al)? Are we to understand that the U.S. is taking the position that pre-emptive strikes against terrorists is to encompass terrorism aimed at the State of Israel?

As for Zarqawi, the pre-Saddam terrorism is the question. Is he a terrorist or a fighter against occupation? Again, it's a matter of terrorism.

Either way, the overthrow of Saddam has made Zarqawi a much more potent force in the world of terrorism. It would be easier to say that we overthrew Saddam to get Zarqawi if we had actually achieved that objective. Near as I can tell, that has been an utter failure.

The last item in your post would be a bit more convincing, but the evidence is scant. Perhaps if we would concentrate on this stuff as a law enforcement problem rather than going around willy nilly trying to make excuses, we might actually get somewhere. But I guess the idea of proof and evidence is something we threw out the door long ago in favor of innuendo and shoddy detective work.
