I have one, it only gets used in emergencies, and if somebody needs to get in touch with me in a public place, they can talk to my voicemail. You can talk on your cell phone in public as long as you give me my right to blow garlic-onion pastrami belches in your face all day long. It's about as annoying. All I want for my birthday is a new President!

The trick is to obtain a phone that does vibrate then ring with increasing volume. 99% of the time it'll never make a sound before you answer it or reject the call.
