You can relase under multiple licenses including the GPL if you control the copyrights to all the code. Sun requires contributors to OO.org to sign an agreement giving them that right.

This agreement between MS and Sun covers alot more than just StarOffice/Open Office.org. I think they just wanted to be clear that it didn't cover those not under more direct control of Sun.
