Can I run "private" copy of gcc?
..i.e. just as a luser? Everything would be under my own home.
This HP-UX doesn't even have an ANSI C compiler - amazing. K+R C lives. How dare anyone sell a UNIX box without ANSI C?

Course you can
Remember to set $PATH and $LD_LIBRARY_PATH appropriately.
Installation is left as an exercise for the reader.
