He comments about the government workers at NASA was quite interesting. Specifically, it was about how they were not "clock watchers" in their work habits.
Around 1970-71 I visited the U.S. Army Topographic Command (prior name was Army Map Service) in Ft. Belvoir, VA. I was working for IBM and we had a contract with the Army having to do with experimental digital scanning and production of maps. Anyway, it was full of civilian workers and a busy place and we were getting a tour going between different labs in the building. After leaving one of the labs we found the long hallway dark and quiet and were thoroughly confused about what happened. Our host explained that it was some ten minutes after quitting time.
I find it difficult to picture government workers any other way.
