I have all of em installed because I still use something that use them, but I believe v3 and v4 are the only ones really needed for unstable ATM.

Seems there is some relevance based on it, browsing through much stuff.

But, it could be something as simple as setting the proper "locale" for the webserver too.

I am guessing NON of those are related to accessing Data right?

The Apache webserver uses time_t as a reference. It could be using it wrongly and igonoring the minus... to get pre 1970 times.

I know htdig had some issues with it a while back, as well PostgresQL and some support libs for it. (hint hint)
