Sites that attempt spyware dump?
Is a list maintained?
What software is available for Windows to block spyware? My sister is getting hammered because as of yet she's naive.

Spybot Search 'n Destroy.
It has a nice little feature you can add in where it cleans up some IE holes so you don't have any more problems with spyware.
I think it's [link|http://security.kolla.de|http://security.kolla.de], but check with Google.
Oh, and use Mozilla.

Yep.
Should work fine - it's a generic Win32 app.

Get the personal edition.
Install it, check for updates, then run it.
Quarantine everything.
Then get her on Mozilla-complete (mail, browser etc...) or Firefox/Thunderbird combo for only browsing and mail.

I've been using that but it missed a lot of stuff that Spybot caught.

AdAware gets stuff that Spybot misses too.
Run 'em in tandem.

You have to update the signatures...
Everytime you run it.
Spybot has only caught about 10 more minor things that Adaware didn't catch for me. But when I run Spybot first Adaware gets quite a bit more than it after Spybot runs.
I got a machine that was SOOOO bad, that WinXP tried to auto-rollback out of an auto-install of one worm and while another worm was deleting checkpoints for rollbacks at the same time. While she also tried to install Symantec's Norton Anti-Virus... Ouch.
Let us just say, that WindowsXP doesn't do too good at 320x200 resolution, and no an unknown PCI BUS and quite a few other things.
Needless to say, it was not beyond my skill, but dam that was a pain. She had her Business records on the machine without any backups. Again, I made a backup of all her stuff on CD-R, on her machine.
All I can say is: Wow, I taint never seen that many "objects found"

rephrase - are there "blacklists" of sites that use spyware?
..so I can redirect them in the hosts file?

Best software to stop Spyware? OS/2 or Linux. ;-)
