More likely elements within Pakistan
are sympathic to bin Ladin - which, we already knew. (In fact, I'm surprised at how well Pakistan's current government is holding out.)

Pakistan has a moderate silent majority that doesn't go along with the views of the vocal minority. The government knows that.

by suppressing all forms of free association, censoring the press, etc.
