Not always. There is a tactic known as "propaganda by the deed," that is more of a 'revolution by example' tactic than it is an attempt to destabilize.
Propaganda by the Deed was a terrorist tactic invented by anarchists (I won't soft-sell it, it was terrorism). The idea was, a group of committed anarchists would blow something up, start doing damage against the state. The proletariat, or lumpenproletariat (the lowest of the low in society) would see what the anarchists were doing, get inspired, start doing it themselves and lo, a revolution is made.
All in all, made an awful lot of assumptions.
Now, the tactic you're talking about is also popular. I don't know the official name for it, but I call it the "squeeze until it pops dynamic of terrorist insurrection."
Both are pretty cowardly ways to change the world, in my opinion.
