So your claim about who's allowed to make vodka is bull.
Well, sure, actually Swedes didn't use to CALL it "vodka" -- "Absolut" is a truncation of the old brand "Absolut Rent Brännvin", where "brännvin" means, literally, "burnt wine"; i.e, distilled. Like "brandy"; another term for 'brännvin' is "snaps"; cf Ger. "Schnapps". Anyway, distilled agri-produce yielding a mixture of ethanol and water, that's what they ALL are... ABV&S just took to calling it "vodka" because the stupid Yanks had at least *heard* of that, so they'd know what to expect from a product marketed under that name.
Oh well, I guess there's no danger anyone would be fooled by your diatribe -- in your screed over different kinds of booze, you don't even *mention* correctly spelled whisky, only some adulterations of it that are spelled with an 'e'; so no-one in their right mind would probably take your advice on "licker".
