Byrd was questioning the assembled generals about whether Rumsfeld approved the interrogation techniques or not - "to your knowledge, did Rumsfeld approve the order". The general wouldn't answer, repeatedly - "that wasn't required". Byrd - "I wasn't asking if it was required... did he approve of it?" Finally the colonel stepped in with another dodge, and Byrd asked him the same question, "to your knowledge", at which point the colonel said, "no, not to my knowledge". We never did learn if Rumsfeld had approved to the *general's* knowledge though, and it looked like an artful dodge and pick by the colonel to prevent the general from having to answer. If the colonel didn't know about Rumsfeld, that doesn't mean the general didn't know about Rumsfeld.
