It has nothing to do with the fact that they are Indians or evil or anything like that, the fact is that these women cut off their hair as some kind of offering to their God. If Jews did that the hair would be just as forbidden. The hair is forbidden because it was used in a religous ceremony as an offering no more or no less.

There are a whole bunch of rules on how to determine whether it is permitted or not, it depends on what they are doing, what is their intention etc. This is essentially a legal question in Jewish law nothing more nothing less. Judaism is a very legalistic religion at heart. As I mentioned it has nothing to do with Indians, the same problem would apply if Jews cut off their hair in worship of whatever.
