"Fomenting revolution" worked just fine is Eastern Europe in the early 1990's. We kept the pressure on the Soviet empire until it tottered, and the locals took it from there. With NATO tanks and planes standing by.
(I don't know if that qualifes as "fomenting revolution" in the proper sense, but you chose that term. And it *does* qualify as exactly what you seem to be applying it to. Whatever you call it, it works.)
Qadaffi caved after we took Saddam out, and he's hundreds of miles away from our forces in Iraq, or any other large concentration of democratic might. Where's Iran? Look on a map, and tell me what you see.
