I'm sure a close audit of hiring by any large corp would reveal "creative interpretation" of the rules by which foreigners are hired. The H1B program was abused to the skies before it became cheaper to send the jobs over there rather than bring those people here. A company is only allowed to hire an H1B when an American can't be found. We both know this rule is total bullshit and is ignored.
I see no reason why Congress cannot simply mandate that corporations that hire foreigners pay a huge penalty, not in tax mucking but as a direct, targeted, specific penalty for failing to put a citizen in the job. If this means training that citizen, well so be it - if you don't like it, hit the door Jack, India, land of poverty and squalor, awaits you.
The money collected from penalties would go directly into some combination of unemployment trust fund and training budget. You could make the penalty historical, so that repeated abusers would pay proportionally higher penalties.
