This is a Calypso song made popular in the 1950's by Harry Belafonte and is about the workers who load banana boats. The "tally-man" records how much in the way of bananas a given worker brings on board and determines what the worker will be paid.

Calypso songs originate in the British West Indies including, of course, Jamaica were Colin Powell's parents came from.
